Scholarships Without IELTS 2027: Fully Funded Programmes and What Replaces the Test

The Stipendium Hungaricum round for 2026/27 closed on 15 January 2026 at 2 p.m. Central European Time, and in the first days of October the call for 2027/28 was still unpublished. That timing is where many searches for scholarships without IELTS 2027 begin, and it is also where a common mistake starts. A scholarship that skips the test at the application stage has not skipped English. The proof usually comes back later, at university admission or at the visa desk, in a different form.

Scholarships Without IELTS 2027: Fully Funded Programmes and What Replaces the Test

This guide sorts six fully funded routes by what they ask for, when they ask for it, and what you can hand over instead of a score. It then walks you through the three checkpoints where applications quietly stall, whichever country you are applying from.

What “no IELTS” actually means

Read ten “no IELTS” lists and you will see the same names in the same order, each with a single line saying English proof is not needed. That line is rarely the full story. The phrase covers three different situations, and your plan depends on which one you are in.

The first is a scholarship that does not ask for a test when you apply but passes the question to the host university. Türkiye Scholarships works this way. Its official application guidance lists language test scores only if your chosen university and programme require them, and it says every awardee without a C1 Turkish certificate must attend a one year Turkish preparatory course, including people placed in English taught programmes. Do the arithmetic and a student who starts that course in autumn 2027 would begin the degree itself in 2028. Most lists leave that out. Our Türkiye Scholarships 2027 guide covers the rest of that application.

The second is a scholarship that accepts proof of English medium study in place of a score. Several Erasmus Mundus consortia work this way, and so do some Chinese universities under the Chinese Government Scholarship. The catch is that the rule belongs to the host, not to the scholarship. Sun Yat-sen University’s 2025 guide for the scholarship’s graduate programme accepts proof that you studied in English. Changsha University of Science and Technology’s 2026/27 brochure for the same scholarship asks for TOEFL, IELTS or Duolingo scores unless English is the native or official language of your country. Same funder, two different answers.

The third is a programme where English is not the point at all, such as a Korean or Japanese language track. There the real question is a different language test, and IELTS never enters the file.

Six fully funded routes compared

The table shows what each route asks for as of 24 October 2026. Dates marked expected follow the previous cycle and are not confirmed, so treat them as planning markers rather than deadlines.

Chinese Government ScholarshipBachelor’s, master’s, PhDDepends on the university: some accept proof of English medium study, others ask for TOEFL, IELTS or DuolingoVaries by embassy and university; many windows open in the first months of the year

Funding differs more than the English rules do. Erasmus Mundus consortia publish their own figures, and €1,400 a month is the top amount you will see quoted for a programme that runs up to 24 months. The 2026/27 Stipendium Hungaricum call reportedly listed 43,700 forints a month for bachelor’s and master’s students plus housing support, which is modest against Hungarian living costs but arrives with a full tuition waiver. Türkiye Scholarships bundles university placement with the award and lets you list up to 12 programme preferences, which matters for the language strategy described below.

Eligibility follows the same pattern. Nationality lists apply to Stipendium Hungaricum and the Korean and Chinese government awards, so check yours before you invest time. Our guides to the Global Korea Scholarship, the MEXT scholarship and the China Scholarship Council set out which application route is still open for each. If you are looking at a law master’s through Erasmus Mundus, the fully funded LLM guide lists consortium deadlines running into January.

A five step walkthrough for the three English checkpoints

Every application in the table meets English at up to three points: the scholarship application, the university’s admission decision, and the visa. This sequence keeps you from discovering the third one in the last month.

Step 1: Sort each target by checkpoint

For every programme on your shortlist, write down whether a test is asked at application, at admission and at the visa stage. The answers often differ. A scholarship can ask for nothing while the university wants evidence before it issues the acceptance letter that your visa application depends on.

Step 2: Request your medium of instruction letter now

Registrar offices can take weeks to issue these letters, and the calls opening between November and February leave little slack. Ask for a letter that names your degree, the years of study and states that teaching and assessment were in English. Request it with your official transcript so the two documents carry matching dates.

Step 3: Read the host’s English policy before you rely on the letter

Some institutions accept a letter for any English taught degree. Others tie waivers to degrees from majority English speaking countries, as Loughborough University’s published policy describes. Email the admissions office, ask whether your degree qualifies, and keep the written reply in your files.

Step 4: Check the visa rule for your destination

The UK shows how much the visa stage can differ from the scholarship stage. GOV.UK states that for degree level study or above your university can assess your English itself, at CEFR level B2. If you rely on a degree taught in English as visa evidence instead, you need Ecctis confirmation that it matches a UK qualification. For anything below degree level, such as a foundation or pathway year, the required level is B1 and an approved secure test is expected. A scholarship that places you on a pathway course can therefore bring the test back.

Step 5: Decide whether to book a test anyway

Use a simple rule. If a score would be needed at any checkpoint for two or more of your top three choices, book the exam as insurance. Our IELTS vs TOEFL comparison explains which test to pick when a secure test is required.

IELTS vs TOEFL: Which Should You Take in 2026?

Your tracking toolkit

Language paperwork is the part of an application most likely to be late, because three offices issue it: your registrar, the host university and sometimes a testing centre. Our application tracking system guide shows how to build a simple sheet with one row per deliverable. For this topic, add five columns: the checkpoint where English is checked, the document accepted, who issues it, the date you asked for it and the date it arrived.

Keep overlapping windows visible in the same sheet. Our late 2026 opportunity mega list shows where the Stipendium Hungaricum and Chinese Government Scholarship windows sit against other deadlines, so a January rush does not catch you holding one half finished file per programme.

Tips from past winners

These five habits describe how applicants who reach the offer stage tend to handle the language question. They are drawn from the published rules above and from how these programmes are structured, not from a single person’s story.

  1. Treat the language question as a document request, not an exam. Most people who say they cannot apply without IELTS have never asked their registrar what the university can issue. Send the request this week. A letter in hand turns a possible blocker into a checked box, and it gives you something concrete to attach when a host asks.
  2. Spread your preferences by language of instruction. Türkiye Scholarships lets you rank up to 12 programmes. List some taught in Turkish and some in English, so a missing certificate rules out only part of your list. A mixed ranking also shows the selectors you thought about fit, not only prestige.
  3. Save every written confirmation. When an admissions officer replies that your English medium degree meets the requirement, store that email with the date. Policies are reviewed each cycle. If a later officer asks for a score, your earlier reply gives you a firm place to start the conversation.
  4. Match your file to this year’s call, not last year’s checklist. Stipendium Hungaricum publishes its document checklist per cycle, and the 2027/28 version had not appeared in early October. Download the new call the day it appears and compare it line by line with any guide, including this one.
  5. Ask a current awardee which English document sat in their file. Alumni of the host university know what the admissions office actually accepted. A short message that names your degree and country usually gets a more useful answer than an enquiry form, and it costs you ten minutes.

Frequently asked questions about scholarships without IELTS 2027

Can I win a fully funded scholarship without IELTS?

Yes, but “without IELTS” rarely means without English evidence. Programmes such as Türkiye Scholarships, Stipendium Hungaricum and several Erasmus Mundus consortia do not make a test the first gate. They accept other proof or pass the question to the host university. Plan for scholarships without IELTS 2027 as scholarships with a different English document.

Is a medium of instruction letter accepted instead of IELTS?

Sometimes. Sun Yat-sen University accepts proof of English medium study under the Chinese Government Scholarship, while Changsha University of Science and Technology asks for a test score under the same scheme. The decision sits with the host institution. Email admissions before you pay for a letter or a test.

Do I need IELTS for a UK student visa if my scholarship did not ask for it?

For degree level study at a university that is a visa sponsor, the university can assess your English at CEFR B2 itself, so a secure test may not be needed. Below degree level, such as a foundation or pathway year, the visa route expects an approved test at B1. Your Confirmation of Acceptance for Studies states which evidence applies to you.

Which options are still open for 2027 entry?

As of 24 October 2026, the windows for Türkiye Scholarships, Stipendium Hungaricum and many Erasmus Mundus programmes are expected to run from November 2026 to February 2027, though none of the first two was confirmed. MEXT Embassy Recommendation windows have closed in most countries, while University Recommendation deadlines are set by each university. If you are exploring study abroad without IELTS, confirm every date on the official call page.

Does applying without a test score lower my chances?

The published selection criteria for the programmes above centre on your academic record, motivation and fit. A certificate helps only where the host university asks for one. A weak file will not be rescued by a score, and a strong one will not be sunk by its absence where an accepted alternative exists.

Can Duolingo replace IELTS for a scholarship application?

Only where the host lists it. Changsha University of Science and Technology names Duolingo next to TOEFL and IELTS for the Chinese Government Scholarship, but many universities do not. Never buy a test on the assumption it will be accepted. Check the programme page first and save the confirmation if you get one.

How we checked this guide

On 24 October 2026 we compared the language wording in the Türkiye Scholarships application guidance, the Stipendium Hungaricum call details and the GOV.UK Student visa page, then read the English requirements published by Sun Yat-sen University, Changsha University of Science and Technology and the University of Tokyo. Dates marked expected follow last cycle’s pattern and are not confirmed. We will update this page when the 2027 calls appear.

Where to start this week

Three points matter most. A scholarship that skips the test usually moves English proof to the host university or the visa stage. The same scholarship can have different rules at different universities, so read the host’s policy rather than the headline. And the calls opening between November and February reward people whose documents are ready before the portal opens.
